Maybe you downloaded too many stuff from white water and emule
They upload as much as thay can when they are running, so taking most of your internet ( and now and again, all)
Try deleting some stuff you downloaded through utorrent or emule ( delete where it is stored on your hard disk OR rename the files to make utorrent and emule unable to upload, freeing your internet)
